Subject: Formal Request for Clarification and Response Regarding

1) My name Inclusion in police file Regarding injured person investigative death File # RA22040594
2) Related incident involving a child
3) Inclusion of my name in pact form  RA23011751
4) Recent incident my bed room window  knocking by police officer in uniform

Following 4 points

1) My Inclusion in Injured person investigative death file RA22040594
On the evening of July 11, 2022, at approximately 19:45  when this unfortunate incident happened, (As recorded in access of info report) we both Sofiya and Bushra were home.  According to the access of info report the victim was 1st found injured and died later. We neither heard emergency sirens nor witnessed any paramedics nor noticed any police officers rushing to the scene.

What we noticed at the same night was deeply troubling
We only noticed police cars later at midnight. The cars were parked with no lights on. There was equally large number of cars in front of our house. The police officers were sitting in the cars and  visibly scanning our house and front bed room window.  No police activity was seen suggesting anything that a serious crime has happened.
The area was not cordoned off. There was no visible signs of active investigation. All was quiet. No officers were rushing from inside and outside of the house. No sign of any investigative work carried out.

Regarding my Pre planned inclusion to investigative death file
Next day in the noon, a plainclothes female officer approached us, introduced herself courteously, and asked if we had noticed anything unusual. We replied that we had not. She stated that there had been a “medical emergency”at 1029 Athol Street. She declined to inform us about the further health update of the effected patient. After formal conversation she gave us her visiting card with a case number RA22040594 on it. She left and crossed the road and joined her colleagues already waiting for her all eyes on us. As soon as she joined them all police vehicles (5 to 7) departed within 4 to 5 minutes.

“We observed all of this with deep disappointment, as it became clear that the primary cause of the large police presence and the immediate reason for their departure seemed to be connected to us”
This action of police was like –
Goal: achieved Oppression  complete Target  Reached
How do you justify this unbelievable uniform scripted behaviour/actions of responsible police team present there to investigate such a serious crime.
How was a plainclothes officer able to provide us with the case number only hours after the incident occurred?
How did the entire investigative team unanimously decide to vacate the crime scene within hours after the death of the injured person., leaving it unattended, unmarked, and unsecured?

2)  Related incident involving a child
Several months prior to this incident, a distressed young girl approached me, claiming a baby was left unattended in the same house (involved in this case) I went to the house but did not enter; through a side door, I saw a  group of people inside. I realized there was no unattended baby and was somehow being framed. I rushed back to my home.  The next day, I saw the same girl surrounded by multiple female officers.They remained with her for a very long time.  I seek clarification on why a child  would lie to me and take me to that house and why police were engaging with her so extensively the very next day. I also reported this incident on my website. I dont know if taking me to that house  was some how planned to be related to this incident which happened several months later.

3) Recent Incident bedroom window knocking by Police in uniform

(October 2, 2025, at approximately 7:30 p.m.)
A Police officer aged around 47 to 49 knocked directly on my bedroom window, asking for a person named “Sawana,” who of course does not reside at our address. When I clarified this, he left without an apology. I contacted 911 at 7:49 pm and reported this behaviour but was told this was “usual practice.”
Is it standard procedure for officers to knock on residents’ bedroom windows, especially of female occupants, while searching for individuals not associated with the address?
How could such errors continue to occur after five years of our documented residence at this address? I feel very disrespected when police in uniform often knock at my bed room window. I need clarification of this unlawful behaviour of Police officers.

4) Inclusion of my name in pact form  RA23011751
Through access of info I also came to know that my name is secretly added to
PACT (Police & Crisis Team) form
I would like to question this unfair inclusion on PACT file on the following grounds
I have no mental-health diagnosis;
I have never been treated or referred for psychiatric or crisis-response services; and
I have never provided consent for my personal or medical information to be shared with any police-health partnership program.
I have never exhibited abnormal behaviour.
I am not and never was on any medications and drugs.
I have always used respectful language and legal means to get justice.

Considering the above mentioned facts On what grounds was my name included in this file?
Who authorized this inclusion and what evidence or circumstances were considered?
Why was I not informed or consulted before such action was taken secretly?

My access of info report states that my name was added to Pact programme when I wrote to former chief of Regina police and questioned him for the following:

1-On extremely cold nights, undercover agents knocked on our door, swore at us, and I shared several video proof. Why was this behaviour tolerated?
2- Police officials also came to our door and even knocked on my bedroom window asking for unknown people—what was the purpose of these visits?
3-Our home was entered and searched in our absence and our electronic devices were tampered with. Who would target a modest $30,000 home furnished from thrift stores?
4-Police cars frequently followed us and parked outside our house, damaging our reputation with our kind neighbours. Was this surveillance authorized?
5-After police interactions with hospital staff, we were denied medical care. My mother was surrounded by security, and the staff referred to us as “immigrants.” Was this coordinated discrimination, initiated from misinformation provided by the police to the hospital staff?
6- When we first arrived in Regina nearly five years ago, police repeatedly contacted motel staff, leading to discrimination: our credit cards were refused, we were forced to pay cash, hot water was shut off, and attempts were made to enter our room at night.  our stay undocumented? why?
7-In January 2021, while entering Regina from Alberta at midnight, a police car blocked our path for about 40 to 50 minutes with no communication and only moved after I called 911. What was the reason for this stop?
After raising the above mentioned concerns with former Chief of police Regina, I was covertly added to the PACT (Police and Crisis Team) program, which seems to have been an attempt to divert attention from these issues and avoid accountability.

My Inclusion in injured person death investigative Case File RA22040594
My name was included to this file right away. I was given the same case file number almost 15 to 16 hours after the incident happened. Why so soon? Was my inclusion to this investigative file  pre planned? Please provide a detailed explanation for the inclusion of my name in the injured person death investigative case file Are you fully satisfied with the accuracy, thoroughness, and procedural compliance of the 182-page investigative report associated with this case and inclusion of my name to this file?

2) Child incident
I want explanation of Related incident involving a child. I want to know why would a child mislead me into that house ( where the injured person death happened several months later) and would be surrounded by female police officers (for a very long time) the very next day. Kindly explain.

Please specify the medical grounds and the legal justification for including my name in PACT Form RA23011751.
Was the full procedural protocol followed in the decision to include me in the PACT program? If not, please explain the deviations from standard procedure.

4) Unlawful Conduct by Police Officers Window knocking
Are you aware of  multiple incidents of uniformed police officers knocking on my bedroom window, with the most recent incident occurring on October 2, 2025.
What steps have been taken to address and prevent such unlawful harassment by law enforcement officers?

Conclusion Most Important Request
In conclusion, due to my ongoing concerns and the unlawful entry into my residence in my absence, coupled with procedural irregularities in the handling of Homicide Case No. RA22040594, I have reason to believe that additional fabricated evidence, false witnesses, and misleading materials may be introduced in an effort to wrongfully implicate me. I have previously identified discrepancies, including deliberate fabrications, within the information provided to me. As a result, I hereby formally request that the case be reopened for a comprehensive review and an independent audit, ensuring that all evidence, investigative procedures, and administrative actions are thoroughly re-examined. Additionally, I request that the complete case file be referred to the Provincial Police — Saskatchewan Marshals — to guarantee transparency, impartiality, and strict adherence to the principles of justice and accountability. Your full cooperation in this matter will be highly appreciated, as I continue to seek justice both for myself and for my late, unidentified neighbour.
